| 授業のねらい ／Learning Objectives |
本講義のねらいは、自治体経営に関わる課題解決策の立案プロセスの修養にある。 地方自治体の経営状況の現状把握を行い、「経営」の観点から「新しい地方自治体のあるべき姿」を考察する。人口減少と高齢化社会が進む地方自治体の、適正規模、組織のガバナンス体制、産業振興、社会インフラ、自然災害対策、居住政策等の課題を、経営の切り口から考察し、「私の考える〇〇地方自治体の経営政策」を、学生諸君自ら立案し提案してもらいます。尚、講義やグループディスカッションは日本語で行う。 This course provides lectures about management of local governments. In Japan a lot of local communities have problems on aging and decreasing population. Local governments should consider proper scale, governance system of organization, industry promotion, social infrastructure, natural disaster countermeasure, housing policy and so on. We consider about our own “management policy of local government” with you. It is a lecture in Japanese. |

①自分の住む自治体（特別な理由があれば他の自治体でも可）の経営状況を理解する ②住民の立場から、自分の住む自治体のお国自慢が出来る ③住民の立場から、自分の住む自治体の課題を明示できる ④ヒト・モノ・カネの経営資源から、課題と対策をマトリクス表に纏めることが出来る ①You should understand your town municipal business conditions. ②You should be able to boast about your favorite and superior properties about your town from resident’s viewpoints. ③You should be able to specify your discontent properties about your town from resident viewpoints. ④You should be able to understand problems and solutions from available resources and summarize them in a matrix table. |

1週目 ：地方自治体の「仕組みと役割」を理解する 2週目 ：地方自治体の「現状と課題」を理解する 3週目 ：地方自治体の「公務員」の役割を理解する 4週目 ：地方自治体の歳入・歳出と「税金」について考察する 5週目 ：地方自治体の「産業構造」について考察する 6週目 ：地方自治体の「社会保障」の現状を理解する 7週目 ：地方自治体に関わる「地方大学」の役割について考察する 8週目 ：地方自治体の「少子化対策」（人口減少対策）について考察する 9週目 ：地方自治体の「高齢者対策」について考察する 10週目：地方自治体と「SDGｓ」との関りについて考察する 11週目：自分の住む自治体の財政状況を把握し、強みと課題を理解する 12週目：自分の住む自治体の紹介（お国自慢）をプレゼンする 13週目：自分の住む自治体の5年後のあるべき姿、実現したい姿を考察する 14週目：当該自治体の目標実現の為に必要なヒト・モノ・カネの予算化を考察する 15週目：理想（目標）とする地方自治体経営像を、当事者意識を持ってプレゼンする 16週目：定期試験 （課題レポート10枚のプレゼン） ※授業は、レジュメを配布する講義形式で、グループワークやディスカッションを 多用する。また、毎回課題を出し、翌週発表（提出）することで相互理解を深める。 尚、総授業時間は、90分授業×15回＝22.5時間である。 Week1 :Mechanisms and roles of local governments. | 成績評価方法 ／Grading Guidelines |
①100点満点中60点以上を合格点とする。内訳は、平常授業の参画状況50%、期末 レポート50％の割合で評価する。毎回出欠をとり、５分の４以上の出席を必須とする。 目標①及び② ： 記述式問題を出題し、理解度を評価する（全て講義内容から出題する） 目標③及び④ ： 論述問題を課し、志や実行計画等の具現性について評価する。 ①Passing grade account for 60% the grades given in this class. 50% for class participation, 50% for final report. We will take attendance in every class. You must attend at least 4/5 of class. Goal 1 and 2 : Give descriptive type question to evaluate understanding. (each question will give in class.) Goal 3 and 4 : Give an essay to evaluate plan and ambition of local government. |

①授業では、ほぼ毎回課題を出すため、予習復習が大前提となる。 ②理論の学修に留まらず、ディスカッションやプレゼンが主体の学修形式となる。 ③再試験、再レポートは行わない。不合格者は、再履修とする。 ①We have tasks in each class. ②We have to participate in discussion and presentation in this class. ③I will not do retest or re-report. When you won’t pass the exam, you have to take the class again. |

I wish you to consider about these municipality’s role. 新型コロナウイルス感染症の流行状況に伴い、学生への十分な周知のもと、成績評価方法は変更する可能性があります。 Due to the epidemic situation of COVID19, the evaluation method may be changed. In that case, I will explain to you properly. |

1-1（主体的学修） 自ら当該自治体の強みと課題を掘り下げ、予習復習が必要となる。現状を認識し、課題を発見し、対策を立案し、実行して検証するという、PDCAサイクルが学修には必要となる。1-2（15～50%） This course will consider student own Municipality. This course needs to do preparation and review and do PDCA cycle. 1-2（15～50%） 2-1（対話的学修） 講義では、学生諸君の意見を聴いたり、質問したりする双方向の学修形式や、グループディスカッションやプレゼン等、アクティブラーニングが主体となる。コンピテンス能力向上を自ら意識し、積極的に授業参加に取り組むこと。2-2（15~50%） In this course we will do active-learning. ( ex. interactive study, group discussion and presentation) we request to all student to do studying positively. 2-2（15~50%） 3-1（深い学修） 職業人（為政者、公務員、産業人）の立場から、住民としての立場から、自らの問題として参画し、PDCAサイクルを回しながら、目標実現に向けた政策の立案とマネジメント力を、当事者意識を持って学修する。 3-2（15~50%） We wish you to study management of local government in several views (ex.
