| 授業のねらい ／Learning Objectives |
自治体経営の新しい概念を学び、管理者に求められる組織運営能力と戦略思考を強化する。 現在、日本の自治体は大きな変革の必要に迫られている。その直接的な理由は、政府や多くの自治体が直面する財政状況の悪化にある。しかし、背景には、産業構造の転換、少子高齢化の進展などの社会構造上の変動に伴う自治体の役割自体の変化が位置している。言うまでもなく、今日の自治体変革の課題は、減量経営 のみにあるのではなく、「公」という概念が問い直されている中で、最小のコストで最大の効果をあげることにある。本講義では、それらの背景を探りつつ、模索の続く新たな行政手法（ネットワーク・ガバンメント、市民参加型行政、ＮＰＭ、ニュー・パブリック・マネジメント）の動向を取り上げ、21世紀の自治体経営のあり方について考える。 Starting with identifying such circumstances of Today's Public Administration, we will quickly look back development and cover basic concepts of Management Science as well as its modern theories to look for strengthening its managers ability on organizational development and strategic way of thinking to realize efficient government. We will also pick up recent movement of New Public Management, and new role and practice of 21st centry Public Administration is investigated. |

" 全体を3期に分け、現代の自治体の置かれた環境分析、民間企業に学ぶ経営手法と自治体への応用可能性、自治体経営の諸課題について検討する。 第1期 産業構造の転換と＜官－民＞軸から＜公－私＞軸への変化 第1/2回 産業構造の転換と「失われた20年」 第3回 産業組織論の新たな展開と社会的な資金の流れの変化 第4回 競争力とは何か、競争力の基盤としての地域 第2期 民間企業に学ぶ経営手法と自治体への応用可能性 第5回 ＮＰＭの概要 第6回 何故、自治体に戦略が必要か？ 第7回 戦略と組織の相互浸透：自治体の組織変革へ向けて 第8回 ネットワーク･ガバンメント、市民参加型行政の展開 第9/10回 自治体の経営戦略（事例研究） 第3期 自治体経営の諸課題 第11回 政策評価制度の導入 第12回 人事評価手法と公務員の新キャリア･システムの可能性 第13回 マニフェストと自治体広報 第14回 戦略の浸透、組織風土改革と自治体におけるマネジメント･システムの確立 第15回 レポート作成のためのアドバイス、全体レビュー及び質疑 なお、総授業時間（実時間）は、90分授業×15回＝22.5時間である。 Through three phases we will study the circumstaces of Today's Public Administration, management technologies that might be transferred from Private Agencies, and any problems in establishing Management Systems for Public Administration. 教科書は特に指定しない。折に触れ、参考資料を配布するとともに、参考文献を紹介する。 No textboolks are assigned, but hand out materials will be deilivered. Reference materials are assigned when needed. |
| 成績評価方法 ／Grading Guidelines |
期末レポート(70%)、平常授業における授業参加状況(30%)。100点満点中、60点以上を合格とする。 授業参加状況とは、講義への質疑、話題提供の着眼点、準備状況、議論への参加具合等を評価する。 The score of each student is evaluated by a term paper (70%) and classroom participation (30%). Positive participation in class stands for participating in discussion in class, preparation for class, unique point of view on topics. |
| 履修上の注意 ／Notices |
単位取得には、3分の２以上の出席を要する。 再試験、再レポート等は行わない。不合格者は、再履修となる。 Required to attend at least more tha two thirds of all classes. Will not accept any re-writing term paper(or make-up paper). |

現在、自治体に様々な課題を提起している諸変化は、かつてのように経済的な文脈に位置するというよりも、文化、価値観など人間に関する幅広い文脈に関連すると言ってよい。こうした課題に対応するため、社会学、経済学のみならず、文化人類学、認識論など幅広い関心を持ち、人間行動への想像力を働かせて授業に臨んでほしい。授業中・後の積極的な質問や教員室へおいで頂いての議論をおおいに歓迎する。 It is important to understand that those problems with which Today's Public Administration is faced are arising in more socio-cultural context than econimic one. Your wider and further interest in not only in Economics and Sociology but also Cultural Anthropology and Philosophy is expected. Your active participation in classroom discussion is strongly requested. |
